Role Purpose
The CEO will lead Afconrecruit Ltd. into its next phase of global expansion. You will be responsible for the
strategic and operational leadership of our Talent Acquisition (Executive Search, RPO) and Managed Outsourcing
divisions. Your mission is to position Afconrecruit as the “Bridge of Talent” between these three regions,
leveraging digital transformation and local market expertise to solve complex human capital challenges.
Key Responsibilities
- Regional Strategy & Market Expansion
- Tri-Regional Growth: Design and execute a growth roadmap for the Africa, Caribbean, and Middle East (ACM)
markets, identifying high-demand sectors such as FinTech, Energy, and BPO. - Regulatory Leadership: Ensure all recruitment and outsourcing operations comply with diverse labor laws,
including Middle Eastern “Nitaqat” or localization policies and African “Local Content” frameworks. - Strategic Partnerships: Build alliances with regional trade blocs (e.g., AfCFTA, CARICOM, GCC) to facilitate
cross-border talent mobility.
- Operational Excellence in Outsourcing
- Service Delivery: Oversee the management of large-scale outsourcing contracts, ensuring seamless payroll,
compliance, and employee relations for thousands of off-site personnel. - HR Tech Integration: Lead the adoption of AI-driven sourcing and cloud-based HCM platforms to provide realtime analytics to clients across different time zones.
- Financial & Commercial Stewardship
- P&L Management: Full accountability for the group’s financial health, focusing on increasing the “Gross Margin
per Placement” and reducing “Cost per Hire.” - Business Development: Personally lead high-stakes negotiations for multi-million dollar RPO (Recruitment
Process Outsourcing) contracts with multinational enterprises.

Candidate Requirements
- Experience: 15+ years in Human Capital Management, Recruitment, or Professional Services, with at least 7
years in a senior executive role (CEO, MD, or Regional Director). - Geographic Exposure: Proven track record of managing operations across Africa, the Caribbean, or the Middle
East. Experience in at least two of these regions is mandatory. - Outsourcing Expertise: Deep knowledge of Managed Service Provider (MSP) models and international payroll
compliance. - Education: MBA or equivalent from a top-tier institution; professional HR certifications (e.g., SHRM-SCP, CIPD)
are highly preferred. - Language: Fluency in English is required; proficiency in Arabic or French is a significant advantage given our
regional footprint.
